Update datatransfer.md
Adding language so that users know they need to have set up a user account and completed onboarding prior to being able to use the data transfer methods. This is the result of a virtual office hours encounter with a researcher who came directly from perusing our Published data and wanted to download a large dataset that we direct them to this section of the user guide - so they didn't have a user account yet - and then once they got the user account they didn't know to Onboard.
