Describe the bug
Say I have a loadout where both the helm and chest have grenade as the tuneable stat. I want to set the helm to use balanced tuning mod, and the chest to use +grenade/-melee. The placement matters when the two armour pieces have different base stats, as the balanced tuning mod will increase different stats depending on which piece it is applied to.
The +grenade/-melee mod always goes into the first available armour piece which matches the correct tuneable stat (in this example it would be applied to the helm instead of chest), and there's no way to slot it into a different piece if multiple have the same tuneable stat. This causes the balanced tuning mod to go into an armour piece with different base stats, and different stats to be boosted by it. As a result, wrong stats are loaded in-game when the loadout is applied, and a "wrong stat minimums" note is also displayed on the saved loadout.
Note that it also carries over from the loadout optimizer, in which the optimizer correctly places the tuning mods to reach the desired stat distribution, and then upon saving the loadout, the mods are switched around.
