Community submission form + review queue

Summary

Let community members submit hackathons for maintainer approval.

Contexts

Submitted entries go into a review queue before appearing on the map.

Tasks

• Submission form (name, dates, location or "online", platform, url)
• Review queue UI for maintainers (approve/reject)
• Notify submitter when their entry is approved

Acceptance Criteria

• Submitted entries don't appear on the map until approved
• Maintainer can approve or reject from the queue
• Submitter gets notified on approval
• Tests added
