Summary

Let users submit a hackathon win with proof.

Contexts

Covers both individual and team wins in a single submission.

Tasks

• Form: pick hackathon (or submit new one alongside), position, project name/url, team members, proof link
• Support adding teammates by DevCard profile or plain text name
• Submission lands in maintainer review queue

Acceptance Criteria

• Team wins and individual wins both submit correctly
• Unregistered teammates don't block submission
• Tests added
