[Coins] Ingestion Source Tracking & Deduplication Queue

Problem

Pasting or import of raw text logs multiple duplicate transactions.

• Create raw_financial_records table and track source hash/version.
• Add deduplication verification on transaction ingestion.
• Build a Review Queue state for transactions with low parsing confidence.

Acceptance Criteria

• Identical text records are detected as duplicates.
• Low-confidence records are routed to the review queue instead of raw budget entries.

Critical Agent Gate

Problem: Low-confidence finance SMS/chat parses are still dropped instead of entering the Coins review loop, which means users lose recoverable transaction candidates and cannot resolve them manually.

Open questions: For this first slice, keep source-tracking persisted in deterministic tags and existing transaction storage, and defer a dedicated raw_financial_records table to a follow-up if deeper ingestion provenance is still needed after the review-queue behavior is fixed.
Decision: Ready for a first implementation slice.

Cross-Agent Contract

Provider agent: agent/finance.
Consumer agent: agent/mobile-ui.
Interface/API: FinanceChatIngestionService.ingest(text, accountId) returns FinanceChatIngestionResult with a persisted pending-review Transaction when parsing succeeds, including low-confidence candidates.
Input shape: raw pasted finance text plus target account id.
Output shape: deterministic ingestion result status, optional parsed candidate, optional persisted transaction, and user-facing message.
State changes: create or update a pending-review transaction tagged with source hash / parser metadata so duplicate identical messages can be matched deterministically.
Errors: parser miss => ignored; repository failure => failed; low-confidence parse => needsReview with persisted candidate.
Permissions: none beyond existing local storage.
Privacy/redaction: raw source text stays in local source-tracking tags only; no network behavior is introduced.
Persistence: existing local transaction persistence remains the storage boundary for this slice.
Versioning/migration: no database migration in this slice.
Tests required: service tests for duplicate detection + low-confidence queueing, and chat/UI tests proving review messaging remains intact.

Deterministic Use Cases

1. Identical finance texts reuse the same source hash and update the same pending-review transaction rather than duplicating ledger rows.
2. Low-confidence parsed finance text creates a pending-review transaction instead of being dropped.
3. Unrelated non-finance text is still ignored.

Automation Flow

1. Create worktree from latest origin/main.
2. Implement low-confidence queueing + deterministic source tracking behavior.
3. Run focused tests for finance ingestion and chat-driven Coins ingestion.
4. If green, merge the slice and keep the broader raw-record storage follow-up under the same issue or a child issue if needed.

Fixed in #408 and merged to main as 526d6e7. The review queue now persists low-confidence chat imports, keeps source-tag deduplication, and covers the path with service and chat tests.
