Prebuild Detours and add multi-arch build scripts (#164)

- Track prebuilt Detours under dependencies/detours (includes
git-commit.txt)
- Move Detours build scripts to scripts/ and add scripts/detours-all.ps1
(fresh pwsh per arch)
- Update build-package workflow + docs and adjust .gitignore to ignore
dependencies/sources but not dependencies/detours

Workflow dispatch run (dry-run + skip-publish) succeeded on this branch.
