Add custom root to analyze annotations from DSA AI adapter

• Prevent the girder from ingesting data for the ML output
• Create a new tag for annotation data from the AI adapter.
• Update the worker when a task is completed.

We really should do this for annotation files in the worker -- not differentiation what cli generates the annotation files.
