chore(tracker): close axon-5c6e4a79 and axon-84038791

axon-5c6e4a79 (transaction fixture editor): landed via merge of
bead/axon-5c6e4a79. Sub-agent commit a128291 (amended from 2e40efa
after AC4 follow-up to migrate the existing line-214 dry-run test
to the structured editor): TransactionFixtureEditor.svelte component
with add/remove/reorder, GraphQL ReadEntityTransactionInput consumer,
impact matrix delta rendering replaces the unavailable affordance,
policy-authoring.spec.ts adds 2 new test blocks + migrates the
existing dry-run test. Lint + typecheck clean.

axon-84038791 (transaction-row policy delta fixtures): closed as
already_satisfied. Original AC literally satisfied:
"policy-authoring.spec.ts covers transaction fixture rows in the
impact matrix once recursive transaction explain plumbing AND a
transaction fixture editor are available". The two prerequisites
landed (axon-f0d728cd, axon-5c6e4a79) and the test coverage was
added by 5c6e4a79's commit a128291. The 2 prior `no_changes`
attempts (2026-05-07) were correct: at that time the prerequisites
didn't exist; now they do.

Closing commits: a128291 for both (the merge of 5c6e4a79 brought
all three prerequisites together and added the AC's named test
coverage).

Cascade: only the FEAT-030 mutation-intents epic and DDx-on-axon
discovery remain blocked — clean queue.
