[Feature] Support Python 3.13

My colleague @miguelhisojo is currently working on a feature to enable Python 3.13 support in python-mip. You can follow the progress here: alliander-opensource/python-mip/tree/python313.

Once the feature is ready, he will submit a pull request to upstream it to the this repository: Doing-The-Math/python-mip. Afterwards, we might can discuss if it makes sense to also bring to upstream to coin-or/python-mip

We don't have any stake in the upstream repository at coin-or. This fork only exists so that we can make updated versions with bugfixes easier to install.

I'm happy to help out if you have any questions, in particular about the HiGHS interface.

Hi @rschwarz I've only added python3.13 support to the repository, since we are using this version for our calculations.

I will also create a new PR to the upstream repository, where a new "official" release might be upcoming.
