build(deps): bump serialize-javascript, @nomicfoundation/hardhat-toolbox and hardhat

Removes [serialize-javascript](https://github.com/yahoo/serialize-javascript). It's no longer used after updating ancestor dependencies [serialize-javascript](https://github.com/yahoo/serialize-javascript), [@nomicfoundation/hardhat-toolbox](https://github.com/NomicFoundation/hardhat/tree/HEAD/packages/hardhat-toolbox) and [hardhat](https://github.com/NomicFoundation/hardhat/tree/HEAD/v-next/hardhat). These dependencies need to be updated together.


Removes `serialize-javascript`

Updates `@nomicfoundation/hardhat-toolbox` from 4.0.0 to 7.0.0
