This pull request upgrades github-pages to version 229 to address a security vulnerability. While the dependency upgrade is correct, the Gemfile.lock has been regenerated in an environment that has removed the Windows-specific wdm dependency. This will likely break the development setup for Windows users. I've added a specific comment with details on how to address this. Additionally, the bundler version used to generate the lockfile has been downgraded from 2.4.19 to 2.3.27, which may cause warnings for developers.

This change removes the wdm gem from the lockfile's dependencies. Since wdm is required for Windows development environments (as specified in the Gemfile), its removal will likely break the setup for developers on Windows. This probably happened because the lockfile was updated on a non-Windows machine.
To resolve this, the lockfile needs to be regenerated while preserving Windows-specific dependencies. One way to do this is by running bundle lock --add-platform x64-mingw32 before updating dependencies.
