Purpose

Updates the DynamoHome npm package version from 1.0.30 to 1.0.31 in src/DynamoCoreWpf/DynamoCoreWpf.csproj.

Note: This PR is a dependency version bump only, with no Jira ticket required. The work was completed by contractors in the DynamoHome project.
