SIMA needs a way to write surface fields like Sea Level Pressure (PSL) and Total precipitation at surface (PRECT) to history files. Given that at least a few of these variables are calculated in the set_surface_coupling_vars utility scheme, it probably makes sense to create a new diagnostics scheme that is only included in the SDF when set_surface_coupling_vars is also present.
