If the decision to not support TMS in CAM-SIMA is finalized, the stubs for TMS,
and its bindings in the diffusion solver need to be removed completely from atmos_phys.
It is unclear how to do this without affecting CAM, as the way tms and blj are coupled
inside diffusion_solver in CAM are pretty tight.
Once this is done, the standard names for taubljx, taubljy can finally be finalized as
{east,north}ward_turbulent_orographic_form_drag_stress_at_surface
