recipe_ref_fire.yml works fine with the download through internet on Levante with versions:

• ESMValCore 2.16.0.dev22+g33f297d82
• ESMValTool 2.15.0.dev73+g3574babbf

As mentioned, without internet connection, you can otherwise download the data from the Zenodo archive, and use the confire_param parameter in the recipe to point to the directory containing the files from Zenodo. Let me know if you try it!
