listclosedchannels forgot almost every closed channel

My listclosedchannels output is currently returning just one channel when it should be dozens. I'm running v25.05rc1-2-g2d0f8ab. The channel that is included isn't even the latest closed channel either.

Hmm, it looks like the loading of these was prepared in closed channels refactor #8162 but omitted the actual initialization. Thanks for the report!
