Add BioFAIR to list of funders

Summary of changes

• Add BioFAIR to the list of funders on ELIXIR TeSS
• Added text to the bullet point list in the English locale.
• Added the graphic to the Docker test yaml: it doesn't show up for me. I assume that @fbacall will need to add something to the production and dev TeSS Docker yaml files directly.
• Image only available as PNG, not SVG, sadly.

Then later

• Add OSCARS to the list of funders on ELIXIR TeSS
• Add OSCARS logo as above
• Move Alexia Cardona from current to past leadership position

Motivation and context

Funding was received, so credit is due.

@fbacall , Carole has approved adding BioFAIR now. I've updated this PR with the related requests (add OSCARS funding, remove Alexia from current leaders list).

Should we also add Oliver (leader or project management?), Martin and Kenneth (software eng) as well?
