feat(results): publish selected local runs

Summary:

• Add optional selected-local-run publish preview and publish endpoints.
• Block overwrites unless replace=true and block publish while project-level sync is dirty/non-clean so Sync Project remains primary.
• Add Dashboard publish action with two-step replace confirmation for local runs.

Verification from worker handoff:

• bun run build
• bun --filter agentv build
• bun run typecheck
• focused Biome check on changed files
• bun test packages/core/test/evaluation/results-repo.test.ts
• bun test apps/cli/test/commands/results/serve.test.ts
• bun run test

Integration note: overlaps with remote counts and remote run detail branches; merge order will be reviewed.
