* [cfg] Update clang-tidy, clangsa, and cppcheck configurations

- Add new checks to clang-tidy.
- Updated clangsa config by adding new webkit-related checks and de-alpha-ed checkers.
- Enhanced cppcheck with new checks.
- Reorganized a few misplaced (according to alphabetical ordering) entries.
