PRML (Pre-Registered ML Manifest) is an open CC BY 4.0 specification for committing the threshold of an eval claim to a SHA-256 hash before the run. Eight YAML fields, four MIT-licensed reference implementations (Python, JS, Go, Rust), byte-equivalent across 20 conformance vectors. Public anchor registry at registry.falsify.dev with no account required. Author of the spec; the line follows the list's existing alphabetical convention in the Evaluation and Monitoring section.
