Add new file content/version/3/0/code_of_conduct.hu.md containing the Contributor Covenant 3.0 Code of Conduct and frontmatter. Includes placeholders for reporting and enforcement procedures — update the reportingPlaceholder and enforcementPlaceholder with project-specific contact and enforcement details. We reviewed the translation in terms of translation, conjugation, phrasing, and interpretation, and then corrected the errors. We rewrote certain sections so that the meaning remained unchanged but the use of terms and expressions was consistent. Signed-off-by: Mukli Krisztián <krisztianmukli@mukli.hu>

This pull request introduces a Hungarian translation of Contributor Covenant 3.0.
The goal was to provide a translation that is accurate, clear, and natural in Hungarian, while preserving the intent, tone, and structure of the original text. Terminology and phrasing were also reviewed for consistency across the full document, with attention to maintaining consistency with the wording used in the previous version, which we also prepared.
