guidelines ordering

Is there a logic behind the order of the guidelines? Should we order them with bronze/silver/gold?

@mlocardpaulet I already started writing some code in the viewer to do this but then stopped again.

The sort order I currently have in mind would be:

1. Category (bronze, silver, gold)
2. Field
3. "Topic" - ie. all repository related items if applicable

Does that make sense?
