As the title says, adds MonoMod and NLua to be compiled by CI instead of built each time as a sub-module for convenience purposes, this will require some changes on how this two projects are referenced in the Everest side.
Also had to fix download-artifact and upload-artifact v3 being deprecated, otherwise CI runs would fail right away.
