Docs: add PDF rotation info to receipt help article

Update the "Attach and edit receipts on expenses" help article to
document the new PDF rotation feature added in E/A#86760. Adds a
"How to rotate a receipt" section and updates the eReceipt FAQ to
clarify that Rotate now works for both image and PDF receipts on
web/mWeb.
