Action Performed:

Prerequisite: Account is not validated yet.
Prerequisite 2: Workspace with delayed submissions, approvals and payments enabled available.

1. Open the staging.new.expensify.com website.
2. Open workspace chat.
3. Create a manual expense.
4. Navigate to "Spend" > "All Reports"
5. Select the report of the just created expense.
6. Click on dropdown menu > "Submit"
7. Click on dropdown menu again > "Approve"
8. Click on dropdown menu one more time > "Pay" > "Mark as paid"
9. Note that you are asked to validate account before paying.
10. Close the validation modal.
11. Click on "Pay" > "Mark as paid" on report preview.
12. Note that report is paid.

Expected Result:

User shouldn´t be asked to validate account while marking an expense as paid via expense preview or via dropdown menu.

Actual Result:

User is asked to validate account when trying to pay an expense via dropdown menu on "Spend" section, but report can be automatically paid via "Pay" button on report preview.
