Issue Analysis

This appears to be working as intended, not a bug. The "Share with my accountant" (and "Categorize it") track-expense whisper options are intentionally hardcoded off and have been since October 2025. The QA execution expected them to appear by default, but they are gated behind a permission that is currently disabled pending feature completion.

Root Cause: In ChatActionableButtons.tsx:196-197, the share and categorize whisper buttons are only added when Permissions.canUseTrackFlows() returns true. That function is hardcoded to return false in Permissions.ts:35-37, with an explicit comment:

Track flows ("Share with my accountant", "Categorize it") are hardcoded off. TODO: Remove this gate and its call sites once the new track flows feature is complete. See: Expensify/Expensify#504214

So in a normal self-DM the whisper only shows Submit it and Nothing for now — "Share with my accountant" and "Categorize it" are both suppressed by design.

Recommended action: Close as expected behavior (working as intended). The feature is intentionally disabled until the new track flows work in Expensify/Expensify#504214 is complete.

Investigation details & evidence

Why this regressed in QA, not in code: PR #93402's own QA steps for MONEY_REQUEST_ACCOUNTANT list the precondition "Enable Track Expense flows in Permissions". The option only appears when a tester manually bypasses the canUseTrackFlows() gate. The QA report here was filed against the default build where the gate is off, so the absence of the option is expected.

History (confirms intentional):

• cabc7cf1b (2025-10-14) — "Disable Categorize it and Share with my accountant options when tracking expenses"
• 194761d7e (2026-05-01) — "Clarify canUseTrackFlows comment with TODO for removal"

The gate has been off for ~8 months; this is not a recent regression from PR #93402 (which only refactored money-request navigation steps).

Code path:

• isActionableTrackExpense(action) branch builds the whisper options.
• const options = [prepareTrackExpenseButton('submit', ...)] is always added.
• if (Permissions.canUseTrackFlows()) { options.push(prepareTrackExpenseButton('categorize'), prepareTrackExpenseButton('share')); } — both gated together.
• options.push({ text: 'actionableMentionTrackExpense.nothing', ... }) — always added.

Alternative explanations considered & ruled out:

• Self-DM-specific suppression? No — the gate is global (canUseTrackFlows), not conditioned on report type. Categorize is suppressed too, not just share.
• Recent regression in 83858 migrate money request part 3 v2 #93402? No — 83858 migrate money request part 3 v2 #93402 touched money-request step navigation, not the whisper builder or the permission gate, and the gate predates it by months.
