Problem
When a new Submit workspace is created, the expected welcome/onboarding message does not appear in the workspace's #admins room. During QA of the Submit beta, testing showed no message coming through, whereas the design doc specifies a message should be posted on creation.
We believe this message was simply never implemented.
Expected Result
On creation of a new Submit workspace, the #admins room shows the welcome/onboarding message defined in the design doc:
Actual Result
No message is posted in the #admins room on Submit workspace creation.

- Confirmed reproducible behind the Submit beta.
