Explanation of Change

This PR reduces vertical space on the expense confirmation form:

  • Removes the redundant "To" header from non-invoice expense flows.
  • Preserves the "To" header for invoices, where it pairs with the "Send from" field.
  • Adds a compact 52px empty receipt state containing the receipt icon and the existing "Add receipt" label.
  • Uses the compact receipt state only on the confirmation form when no receipt is attached.
  • Keeps the existing receipt preview size after a receipt is attached.
  • Keeps the existing empty receipt layout for other ReceiptEmptyState consumers and preserves the scan flow's compact sizing.

This follows the latest Expensify engineer clarification to leave the invoice flow unaffected by the "To" header removal.

Tests

  1. Sign in as an employee of a workspace with Category, required Tags, and Reimbursable enabled.
  2. Start creating a manual expense.
  3. Enter an amount, select the workspace recipient, and continue to Confirm details without adding a receipt.
  4. Verify the "To" header is not displayed.
  5. Verify the empty receipt state is a compact row containing the receipt icon and bold "Add receipt" text.
  6. Verify more expense fields, including Category, required Tags, and Reimbursable, are visible without scrolling.
  7. Tap Add receipt and attach a receipt.
  8. Verify the attached receipt uses the existing larger preview.
  9. Start creating an invoice and continue to its confirmation screen.
  10. Verify the invoice still displays the "To" header.
  • Verify that no errors appear in the JS console

Offline tests

  1. Open the workspace while online so its data is available locally.
  2. Disconnect from the network.
  3. Start creating a manual expense and continue to Confirm details without adding a receipt.
  4. Verify the "To" header is not displayed.
  5. Verify the compact receipt row displays the receipt icon and bold "Add receipt" text.
  6. Attach a locally available receipt.
  7. Verify the attached receipt uses the existing larger preview.

QA Steps

Same as Tests.
