Add runner workspace publication API

Summary

• Adds datamachine-code/publish-runner-workspace as the canonical DMC API for runner-owned workspace publication.
• Orchestrates workspace status/stage/commit/push with GitHub PR open-or-reuse into one typed result for local and remote workspace backends.
• Adds workspace_publish_runner tool projection and focused smoke coverage for the contract and low-level ability compatibility.
