Fix cleanup planning triage

Summary

• Make workspace cleanup plan --mode=retention freeze a bounded worktree-inventory plan by default instead of starting with an exhaustive artifact scan.
• Keep artifact cleanup planning explicit through --mode=artifacts or --include-artifacts for retention plans.
• Add workspace list --summary for compact cleanup triage counts on large workspaces.
