Fix listed primary workspace fallback

Summary

• Falls back from the remote workspace backend to local workspace discovery when workspace show hits an unregistered remote repo for a listed primary handle.
• Applies the same fallback to workspace worktree add, preserving local worktree options after the remote registry miss.
• Adds a pure-PHP smoke test for the wpcom-codebox listed-primary shape.

Fixes #635.
