Fix cleanup until-empty blocked skip success

Summary

• Report completed_with_skips with success: true when artifact cleanup until-empty already made progress and the final pass only skipped blocked rows.
• Include remaining_blocked_count and remaining_blocked_reasons for the final skipped rows.
• Add a focused DB-backed cleanup smoke regression for the progressed-then-blocked sequence.

Fixes #727.
