Add cleanup evidence summary output

Summary

• Add workspace cleanup status|evidence --summary for compact operator-focused output.
• Include cleanup counts, reclaimed/remaining artifact bytes, grouped blockers, top blocked examples, and recommended next commands without full nested evidence.
• Cover JSON and table summary output in the existing cleanup CLI smoke test.
