Improve cleanup summary output

Summary

• Add explicit cleanup summary fields for total reclaimed bytes, remaining safe candidates, protected unpushed candidates, and flattened next commands.
• Surface those fields in human/table cleanup output and compact operator JSON summaries.
• Keep the existing recommended_commands structure intact while adding summary aliases for easier operator reads.
