Clear full release PHPCS and PHPStan baseline

Problem

The full Homeboy release lint gate blocks Extra Chill CLI despite changed-scope lint and the repository's 14 declared standalone tests passing for PR #128.

Observed during the v0.32.4 release preflight on 2026-07-27:

• PHPCS: 8 errors and 73 warnings across existing command classes; 57 findings auto-fixable.
• PHPStan level 7: 83 existing errors across 23 files.
• Changed-scope Homeboy lint for PR Refactor CLI agent guidance to concise routing #128 passed cleanly.
• The separate Codebox standalone-test collision is tracked in Fix standalone test stubs under the Homeboy Codebox runner #127.

Expected

Clear or explicitly baseline the full-tree findings so release lint measures regressions introduced by the release range and can run without an operator skip.
