Summary

• add missing IMS-related proprietary blob entries required by Qualcomm IMS stack
• wire optional Qualcomm telephony/IMS product includes via inherit-product-if-exists
• add Panama carrier config entry for MCC/MNC 714/02 and keep 714/01 + 714/020 + 714/20 VoLTE enabled

Why

Current e3q builds show registerMmTelCapabilityCallback: no ImsService available and query-services -a android.telephony.ims.ImsService returns No services found.
This patch set restores the missing build-time IMS pieces and carrier config needed for VoLTE bring-up on Panama networks.

Notes

• uses inherit-product-if-exists to avoid breaking trees that do not include those Qualcomm repos
• includes commits: c02b610 and b3c070a

IMS and VoLTE/VoWiFi don't work on samsung devices. It is not as easy as pulling qcom ims stuff and hoping it will work.

Did you test this? Did it make a difference?

My guess is no.

You should tell to your AI agent to either try to reverse engineer samsung's IMS stack or to make phh ims work.
