v2.19.8 - HMAC Patch File Verification

Summary

This adds in protection around the patch files so that unauthorized users cannot access them. Users now need the lobby scope in order to access any of the featuredModFiles information for any featuredMod. Additionally the paths are now generated with the necessary hmac token to pass cloudflare verification.
