Added webinar tile and remove "coming soon" #2696.

Adds webinar links and removes 'coming soon' tiles as requested at #2696.
Currently there's a placeholder text and image in the carousel as I have no better ideas for the front page or skill for modifying the svg images.

"read more" in the webinar banner goes to the wrong tile in educational:

perhaps use a new "'#" such as "/educational#webinar"?

Please ensure that the first part of the carousel on display is the webinar; whether that means moving "Everyone" to the first section, or just telling the page to start at "Everyone", either way is fine.

Right now the image for the webinar carousel is re-used from one of the other stakeholders. I realise that this won't be in a similar style, but please could you swap out with the FS logo so we can see how that looks?

1. Please replace this summary text "Pivot to video! Watch our totally-awesome webinar to learn more about how the FAIRsharing website can help YOU." with "Watch our webinar to learn how FAIRsharing has grown in scope, connectivity and reuse, and how we support data management, FAIR assessment, policy implementation and more."
2. Is it possible to pad out our logo with a bit of transparent whitespace (or do something else) to make it a bit smaller relative to the descriptive text?
