build: promote multiple packages from devDependencies to dependencies

Description

Move some packages from devDependencies to dependencies. This change is necessary because the Vercel deployment environment runs dependency installations by default with NODE_ENV=production, which only installs dependencies and ignores devDependencies. As a result, commands from packages required during the build process are unavailable, causing the build to fail. By moving these packages to dependencies, the build process on Vercel can run normally without changing the versions of existing packages.
