Update Breakout action space documentation

Hey could you remind me of the original issue? I thought this problem existed in more than just Breakout?

I was working with Breakout and discovered it the hard way. Didn't check other environments tho. Do you have a list of environments that may also have this issue? Or otherwise, I can just go through all of the environments.
