Read config from swift-package-list-config.json als in the CLI tool

Would it be possible for the CLI version of the tool to also read from swift-package-list-config.json? That way I could test the configuration directly in the Terminal without having to rebuild my project each time.

Hey @patricks, this is actually an idea I have on my mind for a while now, moving the configuration concept from the plugin into the executable. The only difficulty that needs to be thought through and figured out is how the target-specific configuration would work from the CLI context. I don't think there is a high demand for this functionality right now because the most seamless setup is via plugin but it is a logical evolution in my opinion!
