Bump brace-expansion and firebase-admin in /functions

Removes [brace-expansion](https://github.com/juliangruber/brace-expansion). It's no longer used after updating ancestor dependency [firebase-admin](https://github.com/firebase/firebase-admin-node). These dependencies need to be updated together.


Removes `brace-expansion`

Updates `firebase-admin` from 11.9.0 to 13.7.0
