Missing Start Reference

When a flow has no start reference. This is prevented by the Flow Builder UI by default(and thus not possible to create via the UI).

I think I will be adding this under a “system” rule category — covering violations that are blocked by the Flow Builder UI itself. I’ll be looking to release this in beta soon.
