When teams are downgraded MQTT-Schema-agent not stopped

Current Behavior

If a Team changes TeamType to to one that does not include MQTT Broker support then then any running mqtt-schema-agents should be suspended.

Expected Behavior

On downgrade any running MQTT Schema Agents should be suspended

Steps To Reproduce

• On FFC start a new trail Pro team
• Add MQTT broker credentials
• Downgrade to Starter

Environment

• FlowFuse version: 2.28.0
• Node.js version: 20.x
• npm version: 10.x
• Platform/OS: FFC
• Browser: All
