Automated provisioning for FF Expert Broker

Automate the bring-up of an FF Expert Broker for self-hosted installs and the bridge configuration that connects customer instances to the platform.

Scope:

• Bring-up scripts for the broker
• Bridge configuration generation on the customer side
• Health check / connection verification
• Idempotent re-runs for upgrades

There is no FF Expert Broker for a self hosted instance, it uses the existing shipped EMQX broker.

The bridge configuration will be done by the Forge app, Steve has the POC code to do this
