Operator settings

As a Nextcloud hoster I want to allow customers to modify settings without being able to see/change credentials, URLs, other settings that can break the functionality.

Acceptance criteria:

• Admins delegate settings to users in a operator group (https://docs.nextcloud.com/server/27/admin_manual/configuration_server/admin_delegation_configuration.html) "G DATA Antivirus - Operator Settings"
• Settings stay similar for admin
• Operators can't see or modify settings that leak credentials or break functionality
• Normal users don't see the settings group (as before)
