Migrate doc extractor to cloud.gov #150

As a member of the GSAi team, I want the doc extractor tool migrated to Cloud.gov, so that we can preserve the engineering, training, and testing work, and make the tool more accessible to the broader team.

Acceptance Criteria:

  • Doc extractor runs in Cloud.gov using Docker containers.
  • DynamoDB dependency is replaced with a Cloud.gov-supported database.
  • Textract continues to be used with the TTS sandbox AWS account until a Cloud.gov broker is available.

Notes:
We use AWS Textract, so Cloud.gov will need to have a broker for us to connect to AWS Textract from Cloud.gov.
We will likely not be able to move the training we did over to cloud.gov.
If Textract training migration fails, a plan for manual retraining must be discussed and scoped separately.
Estimated effort: ~2 weeks (pending broker availability).
