Update Poetry, Python, and have a passing build
This PR updates the poetry version, python version and gets a passing build.

What is the new behavior if this PR is merged?
Gatorgrader now has a passing build when it runs in GitHub Actions. It also no longer runs test cases in GitHub actions, though this will be added once @hannahb09 adds pytest and code coverage to this repository. In addition, the poetry version, the python version, and different linting checks have been updated.
