Issue with Publishing Resources

I am experiencing an issue while we publishing the resources in geonode, the process involved the following

I created .env file and confirm RESOURCE_PUBLISHING=False
ADMIN_MODERATE_UPLOADS=False

Issue Encountered:
This catalog doesn’t have public resources.

Environment
Geonode Version [4.4.1]

I followed the instructions in the Geonode Documentation
