Do not copy the featured flag value when copying a resource

Currently, the featured flag is copied when a resource is cloned.
We want to change this behavior so that the cloned resource doesn't have the featured flag set.

This change should be backported to 4.4.x

As I realized, the copy process is applied in two different ways:

• For datasets, the copy process is handled by the importer's handlers.

• For other resources, the resource_service_copy function performs the copy.

Thus, I explicitly set the featured flag to False in both cases. I don't automatically backport the changes to the 4.4.x branch, since the importer is not part of its core.

As a result, I created the following PRs:

• #13214: This PR includes the changes related to this issue for the master branch.
• #13217: This PR is for the 4.4.x and includes includes the changes for the second case, since the 4.4.x branch does not include the importer in its core.
• #295: This PR is for the geonode-importer repository to cover the first case for the 4.4.x branch.
